CCSO: Jail Chaplain facing sexual assault charges

COCHISE COUNTY, AZ (Tucson News Now) - The Cochise County Sheriff's Office is investigating an incident that led to the Jail Chaplain of the Bisbee Jail being arrested.

According to a CCSO news release, on Friday, Jan. 4 the CCSO was advised of an inmate claiming an inappropriate incident involving the Jail Chaplain, Doug Packer. An investigation was conducted Friday evening to determine the facts and a search warrant was served on Packer's house in Sierra Vista.

Packer was arrested on Saturday morning and booked into the Cochise County Jail on the following charges: Sexual Abuse, Sexual Assault, and Unlawful Sexual conduct in a correctional facility.

"My disappointment is indescribable and this office will always do what is legally and morally right to protect those we serve. I am dedicated to safeguard our criminal justice system and will always work to protect crime victims. No one is above the law and our employees are always held to a higher moral standard because that is the oath each took and they have pledged to serve and protect, not sometimes, but ALWAYS," Cochise County Sheriff Mark Dannels said in the release. "Chaplain Packer was in a position of community trust and based solely on his actions and poor decisions, he violated his sacred oath of office and took advantage of those who truly depend on him in their time of need."

Packer made an initial appearance in Justice Court Saturday morning, Jan. 5 where a $25,000 bond was set.
