Bond has been set to 20,000 dollars for a local man accused of abusing his children and step children.
Federico Ballesteros, Jr. is facing four counts of child abuse.
Last month, officials at the alleged victim's school reported a possible child abuse situation after a student stated he was afraid to go home to his abusive father and step-mother.
The victim, who lives with his biological brother, two step-sisters and a half-sister, said they were being physically abused and neglected.
Sheriff's investigators say Ballesteros repeatedly handcuffed his teenage son to a bed and chair.
All the children are now in the care of Child Protective Services.
A search of court records shows Ballesteros was arrested on an identical charge back in 2001 but the case was dismissed.
