Scottsdale Police arrested four Tucson residents Monday on charges of theft and fraud.
Jocelyn Hixon, 23; Christopher Osborn, 43; Jillian Sullivan, 32; and Jacob Kemer, 28, were taken into custody in a parking lot near the 10000 Block of 90th Street in Scottsdale, police said.
Police reported they received a call of a suspicious vehicle and found the four suspects along with drugs and identification that did not belong to them.
