City releases report on councilman Cunningham

The City of Tucson released a report today about the conduct of councilman Paul Cunningham on an official trip to San Diego in May.

The three-and-a-half-page report detailed his conduct which was described by witnesses as inappropriate sexually.

The investigation was conducted by the Office of Equal Opportunity Programs at the request of city attorney Mike Rankin.

The city will not comment only to say "the report speaks for itself."

15 witnesses were interviewed for the report.

Among them were three female staff members who were part of a conversation with Cunningham during which the report said one woman became so offended by his comments that she left.

The other two stayed behind they said because they felt it was their obligation as representatives of the city to contain his behavior.

They described his behavior as "offensive and unprofessional."

Cunningham responded to the report in a text message to News 13 which said in part, "I take full responsibility for becoming intoxicated, acting unprofessionally and making inappropriate comments."

He says he continues to make amends to co workers and constituents and participate in an alcohol rehabilitation program.

The report said Cunningham his comments were loud, boisterous and sexual and aimed at two women in the group.

It said they had acknowledged that Cunningham had been drinking that afternoon and it continued into the evening hours.

The report says Cunningham will face no discipline, but that sexual harassment training will be required for all city offices.

He acknowledged his behavior could violate administrative directive (A.D.) 2.05-8 which relates to creating a hostile, intimidating or offensive work environment. 

Cunningham, who is vacationing with his family, would not comment on the report.
