Arizona's system of tracking, monitoring sex offenders is failing

PHOENIX - Nearly a third of the state's high-risk, registered offenders were unaccounted at some point during 2012.

An Arizona Republic analysis of nearly 5,700 high-risk offender registrations found large concentrations of offenders in the downtown areas of Arizona's two largest cities.
