Reality Check: Public stadiums need taxpayer contracts?

Taxes in Hamilton County are going up despite promises from lawmakers.    

The property tax rollback promised in 1996 is going to disappear by half to pay for Paul Brown Stadium and Great American Ballpark.

So where is the protection for taxpayers in all of this?

As Ben has been finding, problems with these publicly funded stadiums is nothing new.  So what to do about it?
