Nearly 98% of Arizona is experiencing drought conditions to start 2013. The only exception is the thin ribbon of land near the Colorado River Valley. The drought update from this time last year showed only about 60% of the state in drought.
In Tucson, the year ended 3.76" inches below average rainfall. After a dry start to 2012, the monsoon caught up rain totals in July. After that month rain totals remained below average until a few winter storms added up to above average rain totals in December. But that year end push of rain couldn't erase the deficit from earlier in the year.
