Police identify man shot dead by Scottsdale officer

SCOTTSDALE, AZ (CBS5) -

A dispute between two neighbors over parking ended with a Scottsdale police officer shooting an armed 72-year-old man to death early Wednesday evening, officers said.

A woman called police at 5:45 p.m. to report an argument she was having with her neighbor over illegally parked vehicles in their area, according to Scottsdale police Sgt. Mark Clark.   

Officer Nathan Mullins went to the home in the 8700 block of East Angus Drive and attempted to contact one of the neighbors, and later walked across the street cite an illegally parked pickup truck, Clark said.

A man later identified as Preson Phillips Jr. pulled up in a white SUV and next to the officer at the truck, Clark said.

When the officer approached the driver's side of the SUV, the driver brandished a handgun, Clark said. The officer backed off, drew his weapon and fired multiple times at the man, Clark said.

As more officers arrived, they approached the vehicle and found Phillips dead from gunshot wounds and a handgun in his lap, Clark said.

Mullins is a seven-year veteran of the Scottsdale Police Department and has been placed on leave, Clark said.
