Gov. Jan Brewer has vetoed a bill barring state agencies from adopting new rules if they restrain or burden citizen's "vested rights."
She called the bill "a bridge too far" that would prevent agencies from implementing state law.
Brewer wrote in a veto letter Wednesday that one of her first acts when she took office in 2009 was to impose a rulemaking moratorium. She has worked since to simplify and streamline agency rules that can hurt businesses.
House Bill 2322 would have allowed people charged in civil or criminal court to use the ban as a defense and recover attorney fees.
Brewer vetoed another bill on April 5 that sought to fine government workers who base licensing decisions on requirements other than what is specified in the law.
