TUCSON, AZ (Tucson News Now) -

By a unanimous vote, Pima County passed a resolution to become an "immigrant welcoming" community.

The resolution is not binding but it identifies the county as a place that welcomes business from south of the border.

The resolution never mentions SB 1070, the controversial anti-immigration law passed in Arizona in 2010, but it's an obvious target.

Tucson became a "welcoming city" in 2012 after state lawmakers passed a bill prohibiting Tucson from being a sanctuary city.

Tucson's resolution mentions SB 1070 specifically.

Pima County's resolution mentions trade, commerce and tourism as it's main motivation.

"We all know Mexico is growing quickly as an economic power," District 1 Supervisor Ally Miller said before supporting the resolution. "If we don't become more business friendly and make sure trade is coming our way, we will end up becoming losers in the end."

The Pima County Board of Supervisors is expected to voted down a one half cent sales tax which would have raised $800 million over ten years to fix ailing roads. To impose a sales tax, state law requires the county board to have unanimous approval, which is not likely. District 4 Supervisor Steve Christy has vowed to vote against it because the sales tax package includes a provision which sets aside millions of dollars for social programs.
