2 Chandler motor cops arrested in 2 weeks

CHANDLER, AZ (CBS5) -

One Chandler motor officer has resigned and another is on administrative leave in two separate felony arrests in the past two weeks.

Motor officer Scott Allen Pennell is behind bars and facing several felony charges stemming from a domestic violence incident at his Chandler home on Wednesday.

Pennell was arrested Thursday on two counts of aggravated assault, two counts of disorderly conduct, one count of kidnapping and one count of stalking.

The department has placed him on administrative leave.

Pennell's live-in girlfriend said they got in a verbal fight in their kitchen Wednesday because he was allegedly opening her mail, according to the police report.

His girlfriend said he pushed her, pinned her to the couch and attempted to strangle her. The victim said once she bit his hand in an effort to break free, he threatened to damage her vehicle.

According to the police report, Pennell called the victim's mother, who lives in Vermont, and told her to get her daughter out of his house and told her 'I'm going to f------ kill her. I'm going to shoot her.'

Pennell left the home and when he returned Thursday morning, his girlfriend locked herself in a room and called the Chandler Police Department.

The woman had injuries consistent with strangulation, according to police, including scratch marks.

The woman said she believed Pennell may have been tracking her with a device. She told detectives that late last year she received a call from Pennell asking her if she had gone to Starbucks, and she told him she had not. When he pressed her about it, she told him she had used the restroom.

Pennell was contacted by police and surrendered about 6 p.m. Thursday.

Pennell has been an officer with the Chandler Police Department for 15 1/2 years. He has been assigned to the traffic unit since January 2004.

This is the second Chandler police motor officer to be arrested in the past two weeks. 

On March 4, Officer Jeff Morgan was arrested and booked for possession of narcotics and possession of drug paraphernalia. 

Investigators searched Morgan's home and found what was believed to be heroin in his master bedroom and his personal car. 

He is currently out of jail pending charges from the county attorney. He resigned two days after his arrest.

CBS 5 News reached out to Chandler Police Chief Sean Duggan and he denied our request for an interview.
