TPD report details Main Gate Square riot

The clash between police and upset basketball fans in March has created a legal mess for some and a pile of paperwork for many.

The Tucson Police Department released a report on Tuesday detailing the riot on University Blvd. and how officers handled the crowds.

Approximately 556 pages detail arrests and what has been observed in the helmet video from that night.

15 arrests were made and nine were University of Arizona students. The reports detail how some were peaceful and others were not. 

The video of an 18-year veteran of the department shoving a young woman appears to be in these pages. Sgt. Mann, the officer in that clip, reports three individuals coming up behind the skirmish line so he took action to prevent them from coming up on the rear of the officers to avoid where objects were being thrown and to avoid their arrest.

That woman has hired an attorney as well as others shot with rubber bullets that night. The department is not commenting on these reports because criminal and civil cases continue.

A timeline within the report shows all units in place by about 5:20 that afternoon.

The first arrest was at 7:56 p.m. of a man with a bullhorn in front of Gentle Ben's restaurant on University Blvd.

The incident commander declared an unlawful assembly at 8:17 p.m. And the first crowd-related arrest after the game ended came at 8:20 p.m.

Five minutes later, some people reportedly lit two smoke bombs which the report says agitated the otherwise peaceful crowd. Two minutes after that, people started throwing bottles and cans at officers.

By 8:42 p.m., the crowd was estimated at 1,000 people.

The first arrest for throwing fireworks was made five minutes later. With more arrests, the crowd started moving back at 8:53 p.m. University Blvd. was clear from park to Euclid less than an hour later at 9:21 p.m.
