    A second attack near Barcelona has been foiled, police said early Friday morning.  A terrorist attack in Barcelona on Thursday took the lives of at least 13 and left 100 injured.

    A mother has been arrested and charged with abandoning or endangering a child, criminal neglect for failing to provide adequate medical care for her 19-month-old child, and by failing to take the child to the emergency room at an appropriate time, according to an arrest warrant.

PHOENIX, AZ (Tucson News Now) -

Expect heavy delays near Phoenix Sky Harbor International Airport this weekend as crews shut down both directions of I-10 in the area.

The westbound lanes of the interstate will close from the I-17 "Split" to Seventh Avenue on Saturday at 2 a.m. The eastbound lanes will close between the I-17 "Stack" and Loop 202/SR 51. It will reopen on Sunday night at 11.

The ramps to westbound Loop 202 and southbound State Route 51 will also close for the weekend. 

Arizona Public Service will install new power lines in the area while these closures take place. They have to close the entire freeway to safely remove old power poles and replace them.

Arizona Department of Transportation officials said to expect massive traffic backups. Heading into Phoenix, take eastbound Loop 202 or eastbound US Route 60 in Tempe to northbound Loop 101 as detours.

Driving into the airport, plan on using northbound State Route 143 to access the airport's east entrance. You'll most likely see congestion on I-10 near the US 60 interchange in Tempe and on the Broadway Road Curve, so plan for extra travel time.

If you're heading west on I-10 through Phoenix, you can take the Phoenix Bypass route along Interstate 8 which starts in Casa Grande.
