Top Republican leaders in the Arizona legislature seem to be mostly on board with Gov. Jan Brewer's $60 million plan to overhaul Child Protective Services.

A special session on the plan begins tomorrow.

Today the Senate President and House Speaker agree that the money is needed to start the newly independent child welfare agency and to help it deal with a huge backlog of cases.

Brewer proposed the overhaul after learning that CPS closed more than 6,000 abuse and neglect reports without investigation.
