Among the bags of garbage were children's items, like a pink backpack, pink jacket and Thomas the Tank Engine book.
Police said the girls shared a small, dirty bed together and had not showered in a month.
"It was here all winter when there was snow and ice," Sawzak said. "It's kind of scary to think that, I don't know how four people can survive in a motor home, especially when there's no power, no heat, no bathroom, no nothing."
A relative was called to take the children and the Department of Human Services began an investigation. The couple was initially cited for criminal mistreatment, but after the conditions did not improve, they were indicted this week and booked in the Washington County Jail on six counts of criminal mistreatment.
Both suspects appeared in court Wednesday for their arraignments. They are each being held on $12,000 bail and are due back in court June 9.
The girls remain with relatives, according to police.
