Customers receive 5% off bodily injury, property damage, and collision coverage per vehicle when they install a device that blocks distracting phone functions such as text messaging, email, and Internet browsing. To receive the discount, drivers simply install a qualifying text blocking device in their vehicle and provide a copy of the receipt as proof of purchase via email, fax, or postal service. Text blockers are hardware/software that disable the data functions of the phone (e.g. texting, email, and Internet browsing) while the vehicle is in motion, allowing essential call functionality such as 911 emergency calls.

Delaware's hands-free cell phone law went into effect January 2, 2011 and was designed to limit driving distractions to keep Delaware's roadways safe. The law prohibits drivers from text messaging, sending or reading emails, or browsing the Internet while a vehicle is in motion. Texting while driving in Delaware is a primary offense which carries a penalty of $50 while a second offense carries a fine of $100 to $200.

When the bill was signed in 2010, Delaware became the 30th state to ban texting while driving. Since 2011, there have been over 35,000 cell phone citations issued statewide.
