It's a beautiful afternoon, and you're outside in the park. Then, a powerful thunderstorm moves in within minutes. There are no nearby structures or buildings for shelter, but your car is nearby so you make a run for it. After all, the tires will protect you from lightning strikes, right?Wrong. It's an idea that was first thought of in the late 1800s, on bicycles. A rubber tire is an insulator, so it is very difficult for it to conduct electricity. The same with rubber-soled shoes. The problem...

TUCSON, AZ (Tucson News Now) -

Arizona's governor Jan Brewer will be visiting a leading space engineering company in Tucson on Wednesday afternoon.

Governor Brewer will also be signing a piece of legislation that will help the public travel to the edge of space one day. She is expected to arrive around 2 p.m. today.

She will be visiting Paragon Space Development Corporation, she will then sign the bill that will help companies like Paragon develop the technology to build a capsule that will help the 'average joe' float at the edge of space.

World View Enterprises is the developer behind the capsule, they were created by Paragon and plan to launch commercial flights using a capsule like this one by 2016.

It basically gives passengers the breathtaking view of the earth below them.

HB-2163 is the bill that is expected to set the legal foundations and preconditions, a sort of insurance for the these future spaceflight activities.

Governor Brewer will be in Tucson by 2 p.m. this afternoon to visit Paragon, just north of I-10 and Irvington on Michigan Street.
