Tucson's biggest private employer partly misses the target in a new report on U.S. Defense Contractor performance.

Raytheon Corporation ranks near the bottom in a Pentagon review of top contractors' ability to develop weapons systems on time and on budget.

DOD says Raytheon was third highest in development cost overruns at 32 percent and topped the list for development schedule delays at nearly three years, but the picture is very different when it comes to actually producing those weapons.

The Pentagon finds Raytheon ranks among the best, posting a small average price reduction on the assembly line and staying right on schedule for production and delivery.

The DOD report examined major defense acquisition programs from 2000 through 2013.
