MOSCOW (CNN) - While Russia's president denies any involvement in the MH 17 disaster, some in Moscow apparently feel differently.

Outside the Dutch embassy in Moscow, flowers and cuddly toys were placed in a makeshift memorial for the lives lost in a conflict-scarred corner of eastern Ukraine.

A plane broken mid-air was drawn by a child. On it was written, “Children should not die.”

What's striking in many of these notes is the use of the phrase “forgive us.” The official Russian position is that Russia plays no role and had no responsibility for this tragedy. And yet the notes give a sense that the people who have left them feel that Russia does have an element of responsibility in what is playing out in astern Ukraine.

"I think it doesn't matter who launched the rocket. Just because we're supporting terrorists, we're involved," Yuri Yemshanov said.

"No, I'm sure Russia is not involved in this tragedy,” a woman who would only identify herself as Olga said. “However, I would also say forgive me. I'm feeling the same."

Arnold Finsinderen is Dutch but lives in Moscow.

He believes the West paints the wrong picture of Russia's president but that still, Vladimir Putin must step up to the plate.

"It's time to take responsibilities there and bring peace in this region,” Finsinderen said. “He should take his responsibility as well with what is happening with the plane crash, this might accelerate the situation."

Samantha Power, the U.S. ambassador to the United Nations, has said that “Russia can stop this war and Russia must stop this war. The question is whether this terrible tragedy will persuade Putin to try.
