PHOENIX (3TV/CBS 5) -

A Republican congressional candidate is bucking her party over how to pay for President Donald Trump's long-sought border wall.

Irina Baroness Von Behr, who is running for the open seat in Arizona's 9th Congressional District, said Friday that taxpayers shouldn't be forced to foot the bill.

She's devised a self-described "out of the box" solution that she says will give Americans a choice. Hold a lottery.

Under Baroness Von Behr's plan, the country would hold a national lottery, similar to the Powerball, with the proceeds going to fund the $25 billion Trump has asked for to complete a wall along the U.S.-Mexico border.

"I've sent the president an email and somehow I've never gotten a response back on this," Baroness Von Behr said during a taping of 3TV's Politics Unplugged.

Given Trump's past business ventures, Baroness Von Behr says he is well suited to set up the operation.

"Come on, he was in the business of putting in casinos," She said. "Why doesn't he look at this? I've talked to some of the lottery groups and they say it's feasible."

Baroness Von Behr is running for the seat vacated by Rep. Kyrsten Sinema, who running for the U.S. Senate.

Her GOP primary opponents include Dave Giles and Stephen Ferrara.

The winner will likely face former Phoenix Mayor Greg Stanton in the general election since he is the only Democrat running in that primary.
